Open Call
The open call ‘Promotion of temporary projects in public space Tbilisi, Metro Rustaveli, Escalator’ is announced with an intention to support the field of contemporary visual arts, to encourage creative interactions in public spaces, increase the accessibility of contemporary art, raise public awareness about it, and provide assistance to Georgian artists in realizing large-scale projects. The organization is committed to promoting contemporary Georgian art and contributing to the cultural identity of the city.
The competition includes the following medium:
Audio art (sound art)
The location selected for the competition is the Rustaveli station, one of the central stations of the Tbilisi metro, the longest escalator in the entire system is located here. The aim of the competition is to present contemporary art, and specifically, one of its media, sound art, in a different, yet unexpected form. In this way, art enters the daily routine of thousands of people and creates a completely new experience, turns the ordinary into extraordinary, imbues the transitory and fragmentary with a completely new meaning.
Open Call Conditions
Legal entities and entrepreneurial legal entities registered in Georgia are eligible to participate in the open call. The competition documentation must be presented in accordance with the requirements, in Georgian language, in case of foreign language documentation, a translation into Georgian language is necessary, except documents in English.
The open call deadline is 24 November 2023.
The project presented in the competition must be realised at the selected location according to the terms of the competition no later than December 25, 2023.
The proposal budget should not exceed 10,000 GEL.
The project presented in the competition must be site-specific and should be played through the pre-installed audio system on the Rustaveli Metro escalator (Appendix N1).
An applicant can only submit one application. If more than one project is submitted, none of the projects will be considered.
The proposed projects must be site-specific, must reflect contemporary artistic processes and current creative discourses.
The submitted project proposal should not discriminate based on race, skin colour, gender, origin, ethnic affiliation, language, religion, political or other opinions, social affiliation, property or rank, place of residence or any other sign. It is not allowed to use hate speech in the competition application.
Submitted applications will be reviewed by the jury pre-approved by the Public Art Fund director the final decision is made after completing the procedures stipulated by the law.
The organisation checks the received applications during the 7 (seven) working days after the deadline. If the application submitted by the interested entity does not comply with the established requirements and/or the required documentation is not fully/partially submitted, the fund will notify the interested entity and give no more than 3 (three) working days to complete / correct the documents.
Should the applicant not comply and provide the requested documents, the application will not be accepted.
The competition results will be announced no later than 25 working days after the end of the open call.
If required, the winning entity must submit permits from the relevant services as stipulated by law.
The Tbilisi Public Art Fund logo must be placed on all communication materials (printed, digital) about the winning project, and the organisation must be mentioned as the supporter of the project in all the informational videos.
The fund has the right to use the photo-video material of the work realized as a result of the winning project in the competitions as needed.
Funding administration
The organisation is authorized to issue funding in stages. The applicant receives reimbursement in accordance with the fulfilment of the obligation under the contract, based on the act of acceptance and handover signed between the parties no later than 10 (ten) working days after signing the documents.
Prepayment (advance payment) can be used in the amount of no more than 80% of the total value of the contract, in case the applicant can provide unclaimable bank guarantee, the validity period of which should exceed the term of performance of obligations under the contract by at least 30 calendar days. A bank guarantee must be presented from a banking institution licensed by the National Bank of Georgia, in the national currency - GEL. The entity receiving financing must use the advance amount only to fulfil the obligations under the agreement signed between the parties.
The entity receiving financing is obliged to spend the funds in accordance with the agreement signed between the fund and the entity and the applicable legislation of Georgia.
Reporting
After completing all the stages as stated in the contract, the entity receiving funding must submit to the organisation, in accordance with the agreement signed between the parties, copies of documents confirming targeted spending, as well as information in accordance with the form of the performance report approved by the order of the director of the fund no later than 10 (ten) calendar days.
The financial report must be presented in accordance with the contract.
Selection criteria
Applications received through the open call will be reviewed and evaluated by the competition commission, which consists of 6 members, pre-approved by the director of the Public Art Fund.
Applications will be evaluated on the basis of predetermined criteria (which correspond to the goals and priorities of the fund) with a 5-point evaluation system, the maximum score being 15:

The open call winner is the application that collects the most points. In case of equal points, preference will be given to the competitor who receives the majority of the jury votes.
The members of the competition commission are obliged to maintain confidentiality and not to disclose information related to the course of the competition both before and after the official publication of the results of the competition commission.
The applicants will be notified in writing about the open call results.
Required documentation
To participate in the competition, the contestant must submit the following documents:
a) Statement - in accordance with the form approved by the Director of the Public Art Foundation (Appendix N2);
b) Application form - in accordance with the application form (Appendix N3) approved by the Director of the Public Art Fund;
c) Additional documents:
c.a) information about the submitted artist(s) (portfolio and resume);
c.b) Information about the applicant organization / person;
c.c) portfolio of the organization;
c.d) extract from the public registry and a document issued by the bank about the contestant's bank details;
d) Audio material to better illustrate the competition project, at least 140 seconds long. Acceptable formats - MP3, WAV. The file size must not exceed 100MB.
e) If the applicant has a partner, a document confirming financial or other type of collaboration.
